Colon Sentinel is structured as a Commerce-led public-private partnership. A US-led consortium builds and operates the platform under the American AI Exports Program. US agencies hold pre-negotiated access rights for defined emergencies. The project aligns with the December 2025 National Security Strategy, the Hegseth MOU on Cooperative Security Activities in Panama and SOUTHCOM's priority of ensuring unfettered US Canal access.
